2. [33 points] What are some of the applications of FIA (Edwards 2009 and other sources) (0.5-1 page of memo)

3. [33 points] There are many FIA methods. Two prominent examples are those developed by Rutgers University by Burchell and Listokin (encompassing per capita multiplier, case study, service standard techniques, etc.) and a cost and revenue methodology developed by the National Association of Home Builders (NAHB). Drawing from Burchell and Listokin 1994 and 1999; NAHB 2009, Edwards 2009, and Fodor & Associates 2012, describe in a total of about 2-3 pages the Rutgers Burchell-Listokin and NAHB FIA methodologies.
