Water Controversy in CA

The paper must focus on a current water law controversy in California but does not have to involve a current lawsuit.The paper should contain: 1) a detailed description of the issue, 2) a description of the parties and their respective positions, 3) identification and application of the water law that would apply, and 4) your application of the law to the facts of the controversy and recommended outcome. The best papers will involve personal interviews with real stakeholders in the issue, as well as ordinary research sources. A personal interview is worth 10 of the points on the paper.It should be no more than 10 pages, double-spaced. Use headings to separate the parts of the paper, and to serve as a roadmap for the reader of the topic covered in each section of the paper. Each paragraph should begin with a topic sentence.
Since the controversy is current, you aren’t likely to find much written about the controversy itself in the library. Your sources for information about the facts and the parties is likely to come from the web—newspaper articles, web sites maintained by environmental groups, etc. Interviews with one or more of the parties is likely to be useful. If there is a current
case, try to get the pleadings from one of the parties, or one of the attorneys.
