COMMENTS /INSTRUCTIONS FROM MY CHAIR: Your purpose is to identify those tools through a review of the literature and analyze the questions to determine what those tools are actually measuring.

Categorize each question in each instrument and identify what cultural aspect that each question is addressing.

After you reread that article, do a search of the literature that discusses cultural sensitivity/competence and identify ways to categorize culture. For example, race as in African Americans, race as in Hispanic, religion, etc, etc (these are examples since I do not know that base of the literature. Construct a table for this search results.

Next, list those categories that the questions in the instrument will fall within (with citations for each).

Do a search to determine if there is some theory that might be applicable. Yes, cultural competence is the major theory that is the foundation of your study. But, there should be literature that suggests flaws in how the concept has been measured. There may be a theory that helps explain why. Construct a table for this search.

At this point, develop your purpose, research questions and hypotheses.
At this point, develop your methods.

Develop your prospectus.

Next, identify every tool/instrument that measures cultural competence/sensitivity for child welfare professionals/workers. Construct a table for this review of the literature.
